Round all numbers to the nearest:   

Difficulty

Easy - give two possible answers to choose from.
Medium - tell the student which direction to round, but do not give the answer.
Difficult - student is just given a number that they have to round.
 

Examples of each difficulty level:

Rounding numbers - colour in the correct answer

Rounding problem - showing which direction to round

Rounding problem - no clues as to answer

Easy
Colour in the correct answer.  90 and 100 are ordered as though on a 100 square.

Medium
Here the worksheet tells you which direction to round (towards 90).

Difficult
No clues provided.

For easy and medium...

Swap the vertical orientation of any given numbers. (In the above example, easy would have the numbers 90 and 100 swapped over.)
